Specialist in Land Condition (SiLC)
The Specialist in Land Condition Register (SiLC) is an accreditation scheme for individuals from a broad range of backgrounds who have demonstrated a high degree of experience, competence and skill in land assessment. A SiLC must be able to demonstrate a broad awareness, knowledge and understanding of land condition issues, and to give impartial and professional advice in their own field of expertise. Registration is gained through examination and interview.
SiLC was designed as the qualification for signing off the Land Condition Record (LCR), a standardised document describing the condition of brownfield sites, but it has since established a wider role in improving quality and standards across the industry. The use of a SiLC is cited in planning guidance, it is a requirement for some work for government agencies, and increasingly for work with commercial organisations. SiLC now includes a Land Condition Skills Development Framework to assist career progression. The longer term vision is to gain wider recognition for SiLC accreditation as a "sign off" process for a range of applications.
The SiLC Professional and Technical Panel (PTP), which developed the system for SiLC registration and continues to administer the scheme, includes representatives from eight professional bodies including the RSC. In April 2011, the SiLC Register became a company, and operates under the name of "Specialist in Land Condition Register Limited".
More than 150 people have been awarded SiLC status.
