Efficiency and effectiveness of peer review

The Research Councils have carried out a study identifying the full economic costs of the peer review method of funding and potential ways in which to improve its efficiency and effectiveness. Any changes to the peer review method must not endanger the high quality of science funded by the Research Councils.
The RSC has responded to specific RCUK proposals asked in the consultation on grant consolidation, the introduction of institutional quotas, increased control of resubmissions, greater use of outline proposals, and how to measure economic impact.
The RSC believes that measures must not be taken that could have a negative impact on the UK research base.
